Paint scheme in place of whatever target the application root passes to
advance_component_theme or apply_scheme, until cleared with None.
This is for a scheme chooser below the view that owns the theme, such as a seed-color control on a settings page. It takes effect on the next advance; the caller must also advance or refresh, because the root has no reason to. An application whose root owns the choice should pass the scheme as its target instead.
